The Financial Times (sub required) details a European Commission proposal to develop a pan-European digital music licence for straight downloads as well as webcasting, which would be welcome release as digital music services have to negotiate a set of licences for each territory, which the commission fears could one reason why downloads haven’t match the adoption rates of the US. If they check out the adoption rate for broadband, they might spot some correlation but hey if it makes life easier for DMS then it’s all good.
